Howard remembered that his room was located on the edge of the Governor's Mansion, hence the balcony. Because of the high altitude, the air on the balcony was barely breathable unless there was a sandstorm or toxic rain.
If one wants to land directly on this balcony from the outside, one has to climb a long wall with almost no footholds, but this is not a problem at all for the agile elves.
Mei could have just pushed the door open, but she was still asking Howard's permission, so Howard had only one answer:
